Highways
Department has appointed a consultant to carry out the consultation
process regarding the widening of Hirams’ Highway. The session included
a brief presentation from the consultant (including a series of
wrong population forecasts), followed by a Q&A session and small
group discussions.
The outcome
was that Highways Department confirmed that there will be no four-lane
carriageway and they are looking at other options. For more information

On the 12th of February, a few members of the FSK Committee met
with reps of the Highways Dept and their consultant for the Hiram's
Highway Improvement - Stage 2 (Marina Cove to Sha Ha). The intent
was to discuss the process for consultation on the project. Click

Stage 1: Ho Chung to Marina Cove |

According to Highways Department: The purpose of the road project
is to improve the remaining sections of Hiram's Highway between
Clear Water Bay Road and Marina Cove, the project is now in the
preliminary design stage. The Sai Kung District Council Traffic
& Transport Committee has indicated support to the project.
Some of the
improvements suggested (e.g. noise barriers) shoudl be a good thing.
However the overall obejctive of the dualling is not very clear
as it seems that it won't really ease the existing bottlenecks at
the entrance of Ho Chung (where the traffic lights will be retained)
and at Marina Cove (where a new set of traffic lights is intended).
Furthermore if Stage 2 does not go ahead as a dualling project then
Stage 1 will only move bottlenecks up the road. |

The Eastern part of the
Ho Chung river is a Site of Special Scientific Interest (SSSI) and
should not be touched. However the plans show a considerable widening
of the Ho Chung bridge which will affect that area. The only good
news is that the two old trees by the Ho Chung traffic lights will
be saved (by rerouting the whole road to the other side). See the
